Improvement of Organizational and Economic Mechanisms of Domestic Tourism Development in Uzbekistan (A case of Surkhandarya region)

Abstract: This article describes the today’s condition of domestic tourism in the country, and helps to show promoting domestic tourism, the development directions of tourism, open the efficient ways in using of tourist resources in the regions.

1. Introduction

Today, we should identify efficient ways of developing country’s economy and implement them in real life in the process of liberalizing economy and deepening reforms. By this, it is considered as a high priority to create job positions for population and to achieve increasing their income. At the same time, the main recognition is directed to the development of the tourism industry in Uzbekistan, and its provision by world standards.

The President of the Republic of Uzbekistan, Shavkat Mirziyoyev on January 8, 2019 at a video conference on the implementation of investment projects, emphasize tasks in the social complex of the Cabinet of Ministers, and to strengthen attracting foreign direct investments to the tourism field. He also said in his speech, “We are gradually creating all the conditions and providing a wide range of investments and opportunities for foreign investors. In the last year, 2019 it had been a turning point in the development of tourism. To shape regional and domestic tourism will be associated with Beldersay and Chimgan ski resorts in Bustonlik district, Tashkent region and tourism centers’ perspectives in Urgut district, Samarkand region and in Sariosiyo district, Surkhandarya region and then cooperation with Kyrgyzstan and Kazakhstan on the purpose of increasing in the level of international standards. These places are very convenient to provide subsidies for the development of the road network and impose preferential taxes, ensure the delivery of modern transport, to organize the business system that regulates the customs regime with the purpose of encouraging and supporting to import modern machines and equipment.

2. Trends in Surkhandarya Region’s Domestic Tourism Development

Surkhandarya region was founded on March 6, 1941. It is bordered by Afghanistan to the south, Turkmenistan to the southwest, Tajikistan to the east, and Dehkanabad district of Kashkadarya region to the north.

It shows the tourism opportunities of Surkhandarya region in which are created new enterprises, housing, education, medicine, culture and sports facilities and built a 236 km long-away in Tashguzar-Boysun-Kumkurgan railway called the miracle of the XXI century. Most importantly, the honor and pride of the Surkhandarya people were reflected again. The paintings on the Zarautsay, Teshiktash caves, Bobotag and Boysuntag of the Surkhandarya oasis, give an evidence that this land is one of the cradles of world civilization.

Historical monuments of ancientcountries such as Bactria, Kushan, Dalvarzintepa, Kampirtepa, Zartepa, Fayztepa fortress prove that there was a great development here in ancient times. The Creator is endowed  Surkhandarya with beautiful nature. Anyone who has seen such beautiful places as Oltinsoy, Sangardak, Sayrob, Darband, Khanjizza, Bobotag, and heard the dedication of the epic “Alpomish”, has been fascinated by this land for a lifetime.

In order to further develop the tourism sector in Surkhandarya region, large-scale work is being carried out in the region. In order to further develop the tourism industry, there are taken actions to turn the region into a center for the development of health tourism through construction and reconstruction of roads in the streets of Termez, construction of 1 modern hotel, construction of Fayoztepa monument in Termez district, strengthening of material and technical base of “Omonxona” in Boysun district, “Khojaikon” salt cave in Sherabad district.

Cultural and recreational centers in Angor, Denau, Jarkurgan, Kumkurgan, Sherabad and Shurchi districts have been restored. To protect Termez from the “Afghan strong wind”, water will be drawn from the Amudarya and trees will be planted around the city. Due to the development of modern tourism and tourism services, in recent years, special attention has been paid to non-traditional tourism types such as ecotourism, agrotourism, extreme tourism. Surkhandarya region has a huge potential for the development of all areas of tourism. A number of measures have been taken in Surkhandarya region to further develop the tourism sector and increase the export of tourism services. A working group to study the objects registered as tourist resources and objects of material and cultural heritage in Surkhandarya region, and then revealed a total of 393 objects of material and cultural heritage in Surkhandarya region.

Today, a number of projects for the development of domestic tourism are being implemented in Surkhandarya region. At the initiative of the Cabinet of Ministers, in order to further develop the tourism potential of Surkhandarya region, to acquaint tourists with the unique historical, cultural and architectural monuments of the region, to develop rapidly modern tourism infrastructure and to improve the quality of tourism services, intensify domestic tourism, create new jobs are given as follows:

  1. Comprehensive measures for the development of tourism in Surkhandarya region in 2020-2021:
  • Action plan for the implementation of the project “Golden Triangle” in Surkhandarya region;
  • Measures to establish modern clinics for the diagnosis and treatment of various diseases and the development of medical tourism in Surkhandarya region;
  • Action plan to increase the number of visits to Surkhandarya region by the population of neighboring countries in strict compliance with sanitary and epidemiological requirements;
  • Action plan for the protection of the archeological monument of Oaks Alexandria (Kampirtepa) in Surkhandarya region, the development of infrastructure and the transformation of this object into a tourist destination;
  • Action plan for the protection of the monuments “Qoratepa” and “Fayoztepa” in Termez district of Surkhandarya region and “Dalvarzintepa” in Shurchi district, landscaping, improvement of infrastructure and transformation into a tourist destination.
  • Appropriate measures included in the program and plans will be funded within the funds provided for in the parameters of the local budget, funds of executors and other sources not prohibited by law.
  1. According to the corresponding programs and plans, The State Committee of the Republic of Uzbekistan on development of tourism and authority of Surkhandarya altogether region take controls over performance of tasks and t provide information to the Coordinating council on development of tourism by the 10th of the following month.
  2. The State Committee for Tourism Development of the Republic of Uzbekistan, the Ministry of Transport and the authority of Surkhandarya region from July 2020 to establish regular routes of buses for tourists on the route Termez – Sariosiya – Denau – Boysun – Sherabad – Termez on the basis of “City Tour”. Approval of the proposal to implement the project “Golden Triangle”.
    The State Committee for Tourism Development of the Republic of Uzbekistan is to ensure the widespread promotion of the regular bus service among tour operators, hotels, guides and other representatives of the tourism industry.
  3. The Ministry of Investment and Foreign Trade of the Republic of Uzbekistan together with the State Committee for Tourism Development to take measures to implement projects to build tourism infrastructure with the involvement of investors in the Boysun small tourism zone, including Omonkhona village, Zovboshi mountainous area, Darband village of Boysun district.
  4. Ensuring the diversification of the range of souvenirs in the region, in particular, the production of products reflecting the historical and cultural and archeological, Islamic pilgrimage, ecology, Buddhism objects, gastronomic and other types of tourism in the region by “Khunarmand” union together with the State Committee for Tourism Development of the Republic of Uzbekistan.
  5. In order to develop tourism in the territory of Surkhandarya State Reserve in Surkhandarya region within two months together with the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan, the State Committee for Tourism Development and the authority of Surkhandarya region make a proposal on the issue.
  6. Together with the State Committee for Tourism Development and the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan within three months to ensure the selection and reprint of published books on the history of Zarautsoy in order to preserve the inscriptions on Zarautsoy rocks and introduce them to the younger generation.
  7.  The Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan, the National Television and Radio Company of Uzbekistan and Uzbekistan National News Agency are recommended to organize articles and thematic programs in the media to explain the goals and objectives of this resolution.

Following the implementation of the above schedule, domestic tourism in Surkhandarya region will further develop, leading to an increase in the flow of local tourists. This can be effectively achieved through the development of our national economy and the rise of lifestyle, culture, opportunities of the attractive tourist zone, activation of entrepreneurship in the field of tourism and hotel activities, development of road infrastructure, development of new tourist destinations and proposals.

Increasing the number of accommodation facilities, including strange conditions such as grass camps, improving the quality of services and new tourist products will not only attract additional flows of domestic and foreign tourists, but also increase the number of days they stay in Khorezm.

According to the head of the National Tourism Administration of Uzbekistan, the formation of a special tourist zone in the immediate vicinity of the walls of Ichankala may be one of such priority measures.
